Charles Waters, general counsel for Oklahoma’s Department of Human Services, was reared in Skiatook, Oklahoma. In high school, he and his brother organized a debate team, and in 1961 he was the state debate champion. In the summer of 1962, he was selected to attend Boys State where he first heard Henry Bellmon speak. This first meeting affected his career and life’s journey for the next fifty years.
